Best Action Game - Deus Ex (c) Eidos Interactive

Honourable Mention - No One Lives Forever, Soldier of Fortune, MDK 2

The future is here, and the world is a dangerous and chaotic place. Terrorists operate openly, killing thousands; drug, disease, and pollution kill even more. The world's economies are close to collapse and the gap between the insanely wealthy and the desperately poor has grown to the size of the Grand Canyon. Worst of all, an ages old conspiracy bent on world domination has decided that the time is right to emerge from the shadows and take control. No one believes they exist. No one but you.

Here's a quote from our review of Deus Ex:

Deus Ex manages to combine the action-based gameplay of regular first person shooters with great puzzles, stealth, and a reasonable, even though unoriginal, story in which you are actually a significant part. System requirements, and occasionally poor level design do detract, but not enough to do significant damage. I actually enjoyed my journey through the cyberpunkish future world of Deus Ex, and when it was all over I only wanted more. This is the point where most games would fail, but Deus Ex amazingly accommodated, allowing me to play the game all over again with a completely different approach. Deus Ex's cross genre approach to gaming is something I can recommend with vigor to any gamer with a decent system.
